Step 1: Go to gta-5-map.com/
Step 2: Screen Shot the Street you want to Claim
Step 3: Open Paint and paste your screen shot by right click > paste
Step 4: Use brush and circle your hood around your map
Step 5: Upload it from tinypic.com or imgur.com
Step 6: Post the photo here
